The tar.gz files are gzipped UNIX tar files, so:
1) set the file type to "binary" during ftp, and
2) use 'gunzip' on your UNIX machine to recover the original file.
  (or use 'zcat'), and 
3) use 'tar -xvf <tarfile_name>' after uncompressing.

The *.dvi and *.ps files are user documentation files, and are provided
for convenience. The plain TeX source for these documents is included
in the .tar file.
